Position Title: Senior Executive – Human Resources

Job Purpose

The HR function within the Malta Gaming Authority is committed to fostering an employee-oriented, high-performance culture that prioritises quality, productivity, and goal achievement. The selected individual will contribute expert knowledge and strategic input across key areas of HR, with a particular focus on learning and development, employee engagement, and organisational culture. 

This role involves supporting the design, implementation, and evaluation of HR initiatives that align with the Authority’s strategic objectives. The position requires the ability to work independently, exercise sound judgement, and offer subject-matter expertise. The recruited person will collaborate closely with the Director – HR, PR & Communications, HR Senior Executive and HR team members to ensure initiatives are executed to the highest standards and contribute to a culture of continuous improvement.

Key Accountabilities/Key Activities

• Provide strategic input and subject-matter expertise across HR, particularly in learning and development, employee engagement, and organisational culture.

• Design, implement, and evaluate HR initiatives that align with the Authority’s strategic objectives.

• Collaborate with the Senior Executive Human Resources and HR team to ensure initiatives are effective and delivered to high standards.

• Monitor key HR metrics, analyse trends, and provide actionable insights to support decision-making and continuous improvement.

• Lead the identification of training needs and design, coordinate, and deliver learning initiatives, workshops, and other development programmes.

• Contribute to fostering a positive workplace culture through engagement initiatives, recognition programmes, and internal communication support.

• Support employer branding efforts by contributing to campaigns, events, and initiatives that position MGA as an employer of choice.

• Contribute to recruitment and selection processes, helping to ensure a positive candidate experience and alignment with the organisation’s talent needs.

• Ensure HR policies and processes reflect best practice and regulatory requirements while maintaining MGA’s values.

• Maintain discretion and professionalism in handling sensitive employee matters.

• Stay up-to-date on HR trends, learning methodologies, and workforce engagement strategies to provide innovative recommendations.

• Participate in relevant HR projects, cross-functional initiatives, and ad-hoc tasks as required. 

Technical/Professional Expertise

• Degree level qualification in Human Resources, Management, or a related field (MQF Level 6) or equivalent; MQF Level 5 with relevant experience will also be considered.

• Minimum 2 years’ experience in a strategic HR role.

• Strong strategic thinking with a proactive, solutions-oriented mindset, able to guide decisions, identify opportunities for improvement, and apply best practices.

• Proven track record of implementing process improvements.

• Strong understanding of learning and development methodologies and employee engagement strategies, with the ability to align initiatives to business priorities.

• Excellent communication skills, with the ability to influence and engage diverse stakeholders.

• Data analysis and HR metrics skills to monitor trends, assess effectiveness, and inform decisions.

• Strong interpersonal skills, discretion, and professionalism in handling sensitive information.

• Highly organised and able to manage multiple priorities independently, exercising sound judgement and taking ownership of deliverables.

• Familiarity with HR best practices, employment law, and relevant policies; experience in CSR initiatives is an asset.
