Overview

Title: Manager – Policy & International Affairs 

Department: Policy & International Affairs 

Directly reports to: Chief Officer - Policy & International Affairs 

Job Summary

This is an exciting time for someone to take on a role at the Malta Gaming Authority (‘MGA’, ‘Authority’) as a Manager of the Policy & International Affairs department. This critical role requires a high level of leadership, strategic thinking, and expertise in policy development and international affairs. While the team is small, the impact is significant, and this position requires someone who is ready to take on both challenges and rewards of leading this critical function.

Main Duties and Responsibilities:

• Lead and guide a team, ensuring that direct reports work towards the achievement of their personal and departmental objectives whilst fostering a collaborative, results-oriented environment;

• Identify gaps and lead the process to develop the directorate's policies and procedures, continuously ensuring their relevance and effectiveness;

• Identify regulatory gaps and opportunities, leading internal discussions to establish the Authority's position;

• Take a prominent role in all stages leading to the drafting of policy papers, including but not limited to:

• Supervising the research phase related to all issues and factors likely to impact the process

• Identifying data and information relevant to formulating the MGA's position and collaborating with internal teams responsible for data collection

• Identifying the relevant internal and external stakeholders to be consulted throughout the process

• Managing the internal and external consultation process

• Leading meetings to establish stakeholders' positions

• Ensuring that the drafting of respective papers accurately represents the final, agreed-upon position within the MGA

• Leading policy-updating exercises when necessary

• Stay up-to-date with European Union regulations, directives, and non-EU developments to provide support to internal stakeholders in interpreting relevant instruments and their impact on the local industry;

• Establish and maintain well-coordinated outreach plan for the MGA to ensure close contact with other Government entities, regulators and licensees, both at locally and internationally;

• Collaborate closely with international gambling regulators, industry players, Government authorities and departments, including those representing Malta outside our shores, and to maintain constant channels of communication;

• Represent the MGA in international fora including conferences, exposition centres as well as any related meetings, both locally or overseas, as required;

• Carry out such other duties and functions as may be assigned by the Chief Officer - Policy & International Affairs. 

Technical/Professional Expertise:

• In possession of a Doctor of Laws (LL.D.), Masters in Advocacy (M.Adv), or qualification in Diplomacy, International Relations, Public Policy, or in another related field;

• Previous working experience in policy-making and/or international affairs;

• Thinks and acts critically and strategically and has a policy-oriented mindset;

• Excellent interpersonal skills to work and build effective relationships with stakeholders;

• Takes ownership of actions and projects, and is able to advise others on the most effective course of action;

• Excellent written and verbal communication skills, to absorb complex information and present it to different audiences in a clear and accessible way;

• Impeccable knowledge of the laws and regulations governing gambling in Malta would be considered as an asset.
