Overview

Position Title: Junior Legal Counsel – Policy and International Affairs

Directorate: Policy and International Affairs

Reports to: Chief Officer - Policy and International Affairs

Job Purpose

This is an exciting opportunity for someone to join the Malta Gaming Authority ('MGA', 'Authority') as a Junior Legal Counsel within the Policy & International Affairs team. In this role, you will play a key part in supporting the development of regulatory policies and shaping the direction of the gambling sector. The position requires someone who is eager to take on challenges, demonstrate strong analytical skills, and contribute to the Authority’s policy initiatives.

You will assist in conducting research, engaging with stakeholders such as industry players, local and international regulators, and government bodies, ensuring the Directorate’s recommendations are well-informed and evidence-based. Additionally, you will support the monitoring of international developments, helping the team maintain strong communication channels with EU and global entities. Main Duties and Responsibilities:

To draft policy documents and proposals, including reviewing and amending existing policies to improve their effectiveness;

  • To scan the horizon for industry developments across the globe, most particularly within the EU/EEA region, that are of interest and/or likely to affect the MGA and the gaming industry in Malta;
  • To conduct and plan research into assigned areas of gambling regulation, international developments or any other matter as deemed relevant at any point in time;
  • To collaborate closely with international gambling regulators, industry players, Government authorities and departments, including those representing Malta outside our shores, and to maintain constant channels of communication;
  • Assist in conducting consultations with the Authority’s stakeholders as directed by the Chief Policy & International Affairs, including but not limited to written consultations, one-to-one interviews and focus groups;
  • To keep abreast with European Union regulations, directives and initiatives and provide the internal stakeholders with the required support regarding the interpretation of the relevant instruments, particularly with regard to the effect that such instruments may have on the local industry;
  • To represent the MGA in international fora including conferences, exposition centres as well as any related meetings locally or overseas as required;
  • To carry out such other duties and functions as may be assigned by the Chief Officer - Policy & International Affairs.

Technical/Professional Expertise

  • In possession of a degree in law (MQF level 6 or equivalent);
  • Having previously worked or trained in other legal, policy, or diplomatic roles shall be considered an asset;
  • Knowledge of the laws and regulations governing gambling in Malta shall be considered an asset;
  • Excellent verbal and written communication skills;
  • Self-starter with a high degree of accountability and pro-active work attitude;
  • Team player with strong ability to contribute positively to a team environment.
  • Ability to work under pressure in a fast-paced and changing environment;
